I. Presentation overview—Lynn Tang, PhD, Associate Professor, College of New Jersey
China’s 12th Five Year Plan (2011-2015) offers an important framework for China’s economic and social development. It is also a significant document for China’s partners in the world economy because it presents both opportunities to do business with China and challenges to compete with Chinese companies in the global marketplace. Policy makers should also heed to China’s call for accomplishing the Plan’s goals.
The presentation briefly describes the nature of the Plan and explains the implications of the Plan to US businesses. Emphasis is placed on opportunities in China for companies in the health, technology and environmental sectors over the next 5-10 years.
The presenter will encourage wide audience participation. Several simple questions will be posed to the audience at the beginning of the presentation to engage them in discussion. Participants will benefit from the presentation by learning about the planned direction of the Chinese economy over the next few years, the implications of China’s policies for domestic and international business, and the role that U.S. businesses can play in this new economic environment.
Since 2001, when China entered the World Trade Organization, to today when China has hosted the Summer Olympics in 2008 and the World Expo in 2010, the country has evolved into the global low-cost Manufacturing powerhouse with a sizeable sovereign wealth of about USD $3 trillion. Beginning a new decade, we see a changing Healthcare and Life Sciences landscape in the 21st Century with China developing and becoming a new Global Epicenter for Life Sciences Research and Innovation. The U.S. may still be the world’s superpower, but China and India are rapidly vying for world dominance in Biopharma by adding more research and innovation to their life sciences industry. There is a growing competition among these three nations for biopharma enterprises and their jobs, as they all look to this industry (pharmaceutical and biotech) for future growth.
The presentation will briefly describe the current market landscape in China and summarize the implications of Quality to US health, technology and environment businesses. Emphasis will be placed on new regulations that may have relevance to other industries. The presenter will discuss challenges and opportunities in China for U.S. companies in this decade. This workshop is designed for auditors-in-training, auditors, audit supervisors and audit managers who have responsibility for auditing processes within management systems (e.g., quality, environmental, health and safety, and security management systems) in accordance with the requirements of ISO 19011, ISO 9001, AS9100, ISO/TS16949 and similar standards.
The workshop covers in detail (a) the considerations for establishing the overall auditing system (b) the differences in the processes for internal audit, supplier audit and third party audit, and (c) the process for performing an individual audit of any management system, in addition to quality, environmental, health and safety management systems – other than a financial management system.
Upon completion of this workshop, one will be able to:
Use audit terminology;
Understand the differences among internal, supplier and third party auditing;
Understand the factors to be considered in establishing an integrated auditing system;
Design, and, implement an integrated auditing system;
Plan the auditing activities for a given time period;
Establish the audit objective – "compliance-based" or "effectiveness-based";
Establish the audit scope – "risk-based" or "non-risk based";

About the 2012 Workshop
The Ellis R. Ott Workshops in 2012 feature hands-on seminars, this year focusing. data mining, modeling leadership organizational structures, and applying lean methods to institutional quality systems.
The workshop-based model emphasizes skills under the theme of "Learn it Today, Use it Monday" – tools that attendees will receive personalized, capped-class size instructor led tools that can be immediately re-applied upon returning to the office following the conference. As such, the conference provides attendees the opportunity to obtain an immediate return on the time invested. This year’s workshop outputs feature take-home, out of the box quality control methods using Excel macros, creating a "two page quality manual", or a tailored leadership model depending on the attendee’s area of interest.
To preserve the quality of the face to face instruction, class sizes are kept small and seats will be limited.

About the Ellis R. Ott Conference
The Ott conference, now in its sixth decade was founded by Ellis R. Ott, Rutgers professor and early proponent of statistical quality control methodologies in American industry. Originally initiated in the late 1940S as the All Day Quality Conference on Statistical Control and Statistics in Industry at Rutgers University, the NY/NJ Metropolitan Section is proud to continue the tradition of fostering practical quality skills in the ever evolving contemporary quality profession.
